Job Role Summary


The Senior Business Planning Engineer is a member of ExxonMobil Product Solutions Company located at the Baytown Refinery (Baytown, TX) working under the Coordination, Planning, and Quality Department. The Senior Business Planning Engineer supports the Refinery’s capital project portfolio by developing business cases to assess venture opportunities. This involved evaluating and progressing new business or project development opportunities from initial identification. In addition to capital projects, the Senior Business Planner provides technical mentorship for more junior Business Planners.

Primary Job Functions


  • Fill role as Business Planner on assigned projects as defined in ExxonMobil Capital Project Management System (EMCAPS) including:
    • Assess opportunities consistent with business strategies, plans and needs that might support a project
    • Lead the identification of potential business options that would address the opportunity or need; make preliminary competitive assessments
    • Coordinate development of scoping cost & schedule estimate, working with other organizations as appropriate
    • Ensure base case optimization, and then develop economics & business case including the potential impact of appropriate market and other material sensitivities on project viability
    • Lead / facilitate / coordinate project gate reviews
    • Develop Project Objectives & Strategies and ensure adequate documentation, communication & adherence throughout project development
    • Lead technology selection team comprised of appropriate business & ExxonMobil Technology and Engineer Center stakeholders
    • Develop screening economics for lead alternatives, lead evaluation of alternatives, selection of preferred alternative & obtain Project Steering Committee endorsement
    • Work with custodian or act as custodian of the long range Aspentech PIMS model and utilize it to support economic analysis for regional projects and studies
    • Fill or supplement Facilities Planner and Project Manager Development (PM-D) roles as required until such resources are assigned to the project team; work with PM-D and Facilities Planner to develop Gate 2 EMCAPS deliverables
    • Assure consistency of project development with the Business Strategy, Project Objectives and Strategies and Project Basis
    • Coordinate development of any Gate Forms and/or Appropriation Requests with the Integrated Project Team, Site Lead and Head Quarters Project Advisor
  • Support and/or coordinate development of annual capital investment plan/budget for project and refinery
  • Support or coordinate development of the annual expense budget for project development activities
  • Support or coordinate development of the annual project reappraisals activity
  • Participate in activities, both informal and formal (e.g. technology days, strategic planning studies), to identify potential project opportunities
  • Analyze tradeoffs and breakpoints of competing options and objectives
  • Provide analytical support to Local Project Development Group to ensure projects developed are justified and prioritized correctly
    • Validate economics basis for local projects at Gates 1, 2 and 3, as appropriate


Job Requirements


  • B.S. in Chemical or Mechanical Engineering (or equivalent)
  • A minimum of 5 years with direct process design / project development experience
  • Demonstrated ability to handle multiple priorities and stakeholders
  • Excellent oral and written communication skills and problem solving
  • Demonstrated understanding of refinery processes
  • In depth knowledge and experience with economic evaluation
  • Good engineering and business judgement; ability to recognize, assess, and mitigate hazards
  • Strong analytical skills and ability to influence without direct authority
