Utility Billing Clerk

The Town of Dedham is seeking highly qualified candidates for the position of Utility Billing Clerk. Under the general supervision of the Town Accountant, the Utility Billing Clerk performs financial record keeping, skilled customer service, and data entry work mainly in support of the utility billing operations of the Finance Department. Answers questions and resolves issues from the general public on sewer and finance issues. Provides clerical assistance and all other related work, as required

Essential Duties and Responsibilities

Greets the public in person or via telephone, responding to questions and requests and referring complex issues to the appropriate person, giving directions, and taking messages where appropriate.

Balances and posts daily receipts for accounts receivable and reconciles deposits with computer printout; prepares adjustment entries for accounts.

Process and maintain changes in customer names, addresses, account status or meter locations from work orders; makes manual corrections in master listings and codes changes for computer; checks change listing for accuracy prior to file update; makes necessary corrections; checks updated master listings against manual entries.

Checks error messages to detect abnormal metering information; compares past consumption patterns and other known conditions to determine need for investigation; makes necessary corrections for billing.

Assists with billing calculations based on readings and closes out discontinued accounts. Assists with processing of utility bills for current month and processing refunds and final bills on discontinued accounts.

Updates information by street address, physical location and meter; assists in maintaining information with Engineering and sets up new accounts and billing for new subdivisions, etc.

Researches and compiles account histories of consumption patterns, past service details, and similar information to assist in resolving disputed billing or service maintenance inquiries.

Works with Dedham departments and the Dedham-Westwood Water District as needed to develop and maintain all data required for timely, accurate billing and collections for the Sewer Enterprise.

Assists in all manner of accounting functions ensuring the proper, efficient and effective operation of the accounts payable systems: producing and maintaining financial ledgers, vouchers, warrants, spreadsheets, payroll and journals including the maintenance of manual and digital records and files, and the creation of routine, scheduled and new or unusual reports; verifying the accuracy and completeness of all town department invoices, enters bills into computer systems regularly to comply with payment and report requirements; confirming purchases are charged to the proper line item(s); printing payment checks forwarding to Treasurer’s Office for issuance; and finalizing accounts payable process running check registers, warrants, and all other reports and records then sorting and filing all paid vouchers.

Performs various research and projects, as assigned by the Town Accountant and/or Finance Director.

Performs other similar or related duties as required, or as situation dictates.

Recommended Minimum Qualifications:

Education and Experience

High school diploma including courses in office procedures, accounting, and computer systems with one to two years of office experience and dealing with the public or an equivalent combination of education and experience. Experience in municipal government preferred. Previous experience with water or sewer utility billing highly desirable.

Knowledge, Ability and Skill

Working knowledge of office practices and procedures, bookkeeping and accounting. General knowledge of Massachusetts General Law as it applies to municipal fiscal operations and of local bylaws and rules and regulations highly desirable.

Ability to maintain detailed and extensive records and prepare reports. Ability to work effectively under time constraints to meet deadlines. Ability to interact tactfully and appropriately with the general public and town departments and assist others in an effective manner. Ability to work with constant interruptions and to complete multiple tasks.

Skilled with computers and related software applications, preferably financial software. Munis experience highly desirable. Good written and verbal communication and organizational skills. Skilled and comfortable working with numbers accurately. Excellent customer service skills.
