Job Description

SALARY:$6,857.64 - $8,335.51 per month (PERS retirement – 2% at 62 retirement formula for new CalPERS members, 2.5% at 55 retirement formula for CalPERS members covered under pre-2013 rules). Appointment is generally made at the beginning step.

QUALIFICATIONS:Education and Experience: High school graduation or equivalent is required. Possession of a college degree and/or completion of specialized training courses by an accredited education institution and/or professional association is desired. Five years of increasingly responsible experience in Public Works maintenance, construction and other Public Works activities, two years of which were in an administrative or supervisory capacity. Knowledge and Ability: Knowledge of the methods, materials and equipment involved in street, drainage systems, facility and building, traffic signal, grounds and tree trimming maintenance and repair. Characteristics and uses of asphalt, concrete and other paving materials. Computer inventory and record keeping activities. Development of reports on facility conditions and need for improvement projects. Review proposed plans to detect detrimental features and high maintenance costs. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective relationships with the public, government officials; other City employees and contractors. The ability to supervise maintenance staff. Ability to monitor and manage various maintenance contracts. Provisions of Federal and State laws related to municipal public works administration and projects. Modern automated office methods, procedures and practices. Principles and practices of management, supervision and training.

License Required: Valid Class C California Driver License and acceptable driving record.

GENERAL DUTIES: Under supervision of the Director of Public Works, the Public Works Operations Manager oversees the operations of the Roads/Facility Maintenance and Landscape Maintenance Divisions. Supervise City-wide programs for street maintenance, drainage system maintenance, building maintenance, and landscape maintenance; participate in the long-range planning of street, drainage, building, landscape and pavement projects; make periodic inspections of work in progress and upon completion to determine and implement safety procedures; prepare and maintain control over division budget and maintenance and operating costs; make recommendations to the Department Head; coordinate division activities with other City departments, outside agencies, contractors and utilities; prepare reports and maintain records as required; answer complaints and resolve problems of emergency matters; keep Department time reports and payroll records; supervise and evaluate subordinate personnel; supervise monthly staff training programs; and perform related duties as required. Other duties as assigned.
